A CDD is formed by a developer to in order to build and provide amenities in a new community or a Community Development District. The CDD is actually a legal entity that can enter into and negotiate contracts, own real and personal property, incorporate bylaws, rules, guidelines and regulations in order to uniformly manage the development. CDD's can tax and asses owners in the community. This is your CDD Fee. Traditionally this consists of a bond and working capital. The life of the bond is typically pre-determined (20-30 years). This bond is divided among the home owners of the community. A home owners portion of the bond can be paid off in full at any time. If you have a good REALTOR, you may be able to negotiate with your builder to have this paid before purchasing your new home. Many times this fee can be included in your mortgage.
